10. SERVICE DELIVERY IMPROVEMENT

The province has set a target of 2 Thusong Service Centers in each Municipality by 2014. To date there are 23 functional Thusong Service Centers, namely: Mbangwane, Matsamo, Louisville, Casteel, Moremela, Wonderfontein, Marapyane, Mpuluzi, Breyten, Tholulwazi, Driefontein, Daggakraal, Siyathemba and Thuthukani.

 

Thusong Service Centers are aimed at extending services of government in an integrated way, primarily to rural communities, and in so doing to address historical factors limiting access of citizens to government information and services.

 

11. HOUSE OF TRADITIONAL LEADERS

To provide the overall management of the Provincial House and Local Houses of Traditional Leaders. To provide administrative support to the offices of the Chairperson and the Deputy Chairperson (both full time) of the Provincial House of Traditional Leaders.To coordinate the development of policies related to House of Traditional Leaders and provide overall management of the institution. Ensure comprehensive support to the members of the Houses of Traditional Leaders and all sections of the institution. To coordinate Research, Policy Development and Planning for the Houses of Traditional Leaders. To provide legal services and support to the Provincial House and Local Houses and Committees.

 

12. DISPUTE AND CLAIMS COMMITTEE

ROLES AND RESPONSIBILITIES: The Commission was established in terms of section 22(1) of the Traditional Leadership and Governance Framework Act 41 0f 2003 as amended. The commission is empowered in its execution of functions by section 28911)(a)9b) of the Act which provides as follows "The Commission is the successor in law of the Commission as it existed immediatley befor the amendment Act."

 

Section 28(11)(a) provides as follows Äll disputes and claims that were before the old Commission are deemed to have lodged with the Commission."

 

In terms of section 25(1) of the Amendment Framework Act, (Act 23 of 2009) the Commission operates nationally in plenary and provincially in committees and has authority to investigate and make recommendations on any traditional leadership dispute an claim contemplated in section 25(2)(a) and arising in any province.
